He was born in 1946 in Moscow. He graduated from the Mechanics and Mathematics Department at Lomonosov Moscow State University in specialization Mathematics.
In 1970, he worked at SPC Kibernetica as an Engineer, Senior Engineer, and Head of Department. Since 1984 he was the First Deputy Director at the Scientific-Thematic Center.
In 1987 he defended the thesis for the degree of the Doctor of Technical Sciences. In 1989 he became a Professor.
2003 - General Director, later Sergey became an Advisor at the International Research Institute for Advanced Systems.
In 2006 - Director, since 2017 - Chairman of the Institute for Information Transmission Problems (Kharkevich Institute), RAS;
December, 2011 - elected Member of the RAS;
Since February 15, 2016 - Rector (President) of the Skolkovo Institute of Science and Technology.
